Inviting Suggestions on Pre Budget Memorandum 2027

The Direct Taxes Committee has initiated the process of preparing Pre-Budget Memorandum for Union Budget 2027 for submission to the Government. We, therefore, request you to share your suggestions on tax policy reforms, rationalisation measures, simplification of law and procedures, reduction of litigation, improvement in ease of compliance, and any other issues requiring legislative or administrative intervention.

While forwarding suggestions, you may kindly provide, to the extent possible:
  • Relevant provision(s) of the Income-tax Act, 2025;
  • Nature of the issue and the practical difficulty being faced;
  • Background and rationale for the proposed amendment;
  • Supporting data, industry experience, or evidence indicating the impact of the issue;
  • Expected benefits of the proposal; and
  • Suggested amendment, preferably in draft legislative language.

You may kindly support your proposals with appropriate justification, practical experiences, judicial developments, industry feedback, empirical data, or international best practices, wherever relevant. Particular emphasis may be placed on suggestions that are evidence-based and capable of reducing litigation and enhancing tax certainty and improving ease of compliance. You may also review earlier representations made by ICAI and provide fresh inputs.

You are requested to kindly submit your suggestions on or before 31 August 2026, enabling the Committee to examine, consolidate and finalize ICAI's Pre-Budget Memorandum within the stipulated timeline.
