Committee for Aggregation of CA Firms
The Institute of Chartered Accountants of India
14th July, 2024

The Government of India is actively and unequivocally committed to catalysing the emergence of "Indian Big Firms" - a group of homegrown CA firms, capable of matching and eventually surpassing global counterparts in scale, credibility, and impact. This visionary initiative aims to establish Indian CA firms as globally trusted institutions that not only serve the nation’s interests but also help shape international benchmarks of excellence. Rooted in the strategic framework of Atmanirbhar Bharat, the drive to consolidate and empower homegrown CA firms is not merely aspirational but strategic, timely, and essential.

Committee for Aggregation of CA Firms (CACAF) has been constituted in the year 2024-25 to make concerted efforts to study, review and revise various guidelines pertaining to CA firms among others. The Institute of Chartered Accountants of India (ICAI) through CACAF aims to facilitate the emergence of Indian Big firms capable of competing on a global scale and develop a robust framework that supports firm aggregation, fosters collaboration, and stimulates growth.

In alignment with its strategic objectives, CACAF has revised the ICAI (Merger & Demerger of CA Firms) Guidelines, 2024 and introduced a new set of ICAI (Aggregation of LLPs) Guidelines, 2024. At this pivotal moment, we invite you to partner in nation-building and collaboratively enable the creation of big Indian firms, with Indian roots, global reach, and a future-ready mindset.

We seek your comments and suggestions on 'Strategic pathways for regulatory and operational reforms that can enable Indian CA firms to consolidate into a larger structure -envisioned as 'Big Indian Firms' that are capable of competing with global counterparts effectively'. Comments are most helpful if they contain a clear rationale and provide specific suggestions.
