- Letter was sent to State Bank of India as it was taking a declaration from the statutory branch auditors/audit firms for not having been appointed as statutory central/branch auditors of any private sector/foreign bank during the current year. SBI was informed that as the Auditor/Audit Firm can do Branch Statutory Audit of a Public Sector Bank simultaneously with Statutory Audits of 4 Private Sector Banks and 4 Foreign Banks, hence, the declaration disclosing the Audit of Private/ Foreign Banks submitted by auditors should not be treated negatively and SBI acceded to our request.

Anuj Goel, Chairman, Professional Development Committee, along with the Secretary, ICAI met Shri Piyush Goyal, Hon’ble Minister of State (Independent Charge) Ministry of Power; Coal; New and Renewable Energy to take up the matter of managerial autonomy granted to Public Sector Banks in appointment of their statutory auditors wherein a representation was also submitted.
ICAI recommended that appointment of Statutory Auditors, especially Branch Statutory Auditors of Public Sector Banks (PSBs) may be done either by Reserve Bank of India or the C&AG or any other such independent authority.
The Hon’ble Minister has noted the concerns of the ICAI and has assured that he would take up the matter.

Sesh Kumar, Director General (C), Office of the Comptroller & Auditor General of India representing ICAI’s views on the change suggested by RBI in the existing norms of SCAs of PSBs viz. “at least two partners of the firm or its paid Chartered Accountants must possess CISA/ISA qualification”. It was reiterated that such a change should be applicable for appointments for the FY 2016-17 only as the current data submitted for allotment of audit for the FY 2015-16 is as of 1.1.2015 and any change made now would give the retrospective effect to the provision. Further, it was clarified that for allotment of audits for the FY 2016-17, two full time partners of the firm or its paid Chartered Accountants must possess CISA/ISA qualification as on 1.1.2016 only, irrespective of their continuous association as full time CISA/ISA partners or paid Chartered Accountants with the firm.
Therefore, effectively, the change will be applicable from the FY 2017-18, since two full time partners of the firm or paid Chartered Accountants would possess CISA/ISA qualification as on 1.1.2016 and as well as on 1.1.2017.

A Webcast on Bank Audit was organized to take the queries of members relating to bank audits. The webcast was proved to be really successful. It had received outstanding participation from the ICAI members all across the nation. The members made immense use of the opportunity and the query sessions were also very interactive.

Further, it was suggested that the additional fee may be paid to the concurrent auditors for this additional work.

RBI has decided to defer implementation of the revised eligibility norms for empanelment of SCAs of PSBs by one year i.e. the norms will be effective from the year 2014-15 and the same will be applicable to all the audit firms, irrespective of the fact whether they are continuing or not.
