    • Letter was sent to State Bank of India as it was taking a declaration from the statutory branch auditors/audit firms for not having been appointed as statutory central/branch auditors of any private sector/foreign bank during the current year. SBI was informed that as the Auditor/Audit Firm can do Branch Statutory Audit of a Public Sector Bank simultaneously with Statutory Audits of 4 Private Sector Banks and 4 Foreign Banks, hence, the declaration disclosing the Audit of Private/ Foreign Banks submitted by auditors should not be treated negatively and SBI acceded to our request.

  • ICAI recommended that appointment of Statutory Auditors, especially Branch Statutory Auditors of Public Sector Banks (PSBs) may be done either by Reserve Bank of India or the C&AG or any other such independent authority.
  • The Hon’ble Minister has noted the concerns of the ICAI and has assured that he would take up the matter.

It was reiterated that such a change should be applicable for appointments for the FY 2016-17 only as the current data submitted for allotment of audit for the FY 2015-16 is as of 1.1.2015 and any change made now would give the retrospective effect to the provision. Further, it was clarified that for allotment of audits for the FY 2016-17, two full time partners of the firm or its paid Chartered Accountants must possess CISA/ISA qualification as on 1.1.2016 only, irrespective of their continuous association as full time CISA/ISA partners or paid Chartered Accountants with the firm.
  • Therefore, effectively, the change will be applicable from the FY 2017-18, since two full time partners of the firm or paid Chartered Accountants would possess CISA/ISA qualification as on 1.1.2016 and as well as on 1.1.2017.

  • RBI has decided to defer implementation of the revised eligibility norms for empanelment of SCAs of PSBs by one year i.e. the norms will be effective from the year 2014-15 and the same will be applicable to all the audit firms, irrespective of the fact whether they are continuing or not.
