  • Representation was sent to Dr. Hasmukh Adhia, IAS, Secretary, Department of Financial Services, Ministry of Finance, Government of India requesting him to review and reconsider the criteria laid down by the Government for consideration as non-official Director in Public Sector Banks/FIs/RBI/Insurance Companies wherein it is mentioned that Chartered Accountant with 20 years of experience (excluding audit experience) would be preferred.

  • Representation was sent to Project Director, (Additional DM & Collector), DRDA, Dhalai, Ambassa, Tripura requesting them to withdraw the notice inviting tenders wherein Chartered Accountants firms are invited to audit the accounts of all Centrally Sponsored Schemes operate through DRDA, Dhalai for the financial year 2014-15 including compilation thereof and reissue the same after making suitable amendments.
  • A letter was sent to Smt. Meena Hemchandra, Principal Chief General Manager, Department of Banking Supervision, Reserve Bank of India, Mumbai wherein it was reiterated that the change in SCAs norms regarding full time CISA/ISA qualified partners and CA employees should not be applicable for the financial year 2015-16 as any change made now would give the retrospective effect to the provision.

  • Representation was submitted to Shri C V R Rajendran, Chairman & Managing Director, Andhra Bank and Shri Sushil Muhnot, Chairman & Managing Director, Bank of Maharashtra requesting the revision in audit fees being paid to concurrent auditors.
  • Representation was submitted to Shri Chandan Sinha, Executive Director, Reserve Bank of India, Central Office, Mumbai to invite their kind attention to the fact that several banks are offering assignment of quarterly review of their banks / branch to their concurrent auditors itself. Therefore, it was requested them to instruct banks to withdraw all such offers and consider the material fact as and when offers are being made in future also.

  • Meeting was held with Shri P. Sesh Kumar, Director General (Commercial) C&AG to discuss the issues of mutual professional interest.
  • Letter was submitted to Shri P. Sesh Kumar, Director General (C), Office of the Comptroller & Auditor General of India representing ICAI’s views on the change suggested by RBI in the existing norms of SCAs of PSBs viz. “at least two partners of the firm or its paid Chartered Accountants must possess CISA/ISA qualification”. It was reiterated that such a change should be applicable for appointments for the FY 2016-17 only as the current data submitted for allotment of audit for the FY 2015-16 is as of 1.1.2015 and any change made now would give the retrospective effect to the provision. Further, it was clarified that for allotment of audits for the FY 2016-17, two full time partners of the firm or its paid Chartered Accountants must possess CISA/ISA qualification as on 1.1.2016 only, irrespective of their continuous association as full time CISA/ISA partners or paid Chartered Accountants with the firm.
  • Therefore, effectively, the change will be applicable from the FY 2017-18, since two full time partners of the firm or paid Chartered Accountants would possess CISA/ISA qualification as on 1.1.2016 and as well as on 1.1.2017.

  • A detailed representation was also submitted wherein our views on above-mentioned issues along with our recommendations for solving the same were mentioned.

  • Further, a request was also made for seeking an appointment for a meeting with the officials of MPSTEPS to take up the matter further.
