PHASE I:

In tune with the emerging perspectives of the impact of the New Industrial policy of 1991, the Institute, in 1998, initiated an exercise of creating a vision for the profession and to restructure accordingly to achieve the same with 2010 as target year. The rationale behind the task was:

“To see, to plan and to act for becoming world leader in the profession.”

In broad terms, the visioning process was initiated to revisit the profession and reinvent the potential in order to exceed the expectation of the liberalization regime triggered in 1991. In the year 2002, a comprehensive report with detailed restructuring business plan was released and the job of implementation was interested to the various committees of the Council. Many milestones achieved, new paradigm created and profession is now having a better phase than what it would have been without defined strategic restructuring.
Now, it is being felt and observed that many tasks as envisaged in the report titled “ICAI- Vision for the 21st Century” were either achieved or they need time-relevance-test in current scenario in view of exponential growth in economy and emerging business models. Since then the world economy, in general, and India in particular, is evolving at a galvanized pace, and the role of the Government is also changing from that of a regulator to that of a facilitator, and all regulatory regimes are evolving to become more transparent and convergent with the global standards. The dynamics of the economic environment, technology up gradation and changing profile of the members of the Institute, inter alia, are collectively pointing out to the need for reviewing the document.
PHASE II:

To serve the above-mentioned purposes, a Special Purpose Committee has been constituted for bringing out Vision Document 2021. This exercise of revisiting the document `ICAI Vision for the 21st Century’ will be a process of reinvention in the light of changing expectations of stakeholders, challenges of competitive environment and emerging models of civil society. This exercise would transform the Indian CA profession with global insights and strategies and would reinforce its platform.
Since this exercise is focused to revisit the restructuring plan and review the achievements of the Institute and the profession since the publication of the report, the research process of the Committee was revolving around the following set of activities:
  • Review of Vision document 2010

  • Close encounter with the chaos and complexity

  • Identification of threats and challenges in current scenario

  • Eliciting views and ideas from stakeholders through various structured processes and research instruments.

  • A look at opportunities likely to emerge in next decade.

  • Identification of competencies, skills, attitude and the knowledge base required to be leader of the profession

  • Comprehensive analysis and interpretation of primary and secondary data and relevancy test of left out parts of vision document-2010.

In this process of re-invention, it is felt to have a clear picture of the expectations of the various stakeholders on the role of CAs in the economy of India in the next decade, and also specifically the expectations of the stakeholders on the range and quality of services in the developed economy of India. Accordingly, the Committee is mobilizing various stakeholders through Task Forces constituted for different stakeholder groups including personal interactions with key contributors to economy, leaders in business, industry, society etc., in addition to the members (service providers) and students (the future).
